All citizens may discuss the citizen fee here, and we'll hold a vote near the 25th. If congress has an eLatvian government then we may implemented the vote into the game.

Yes, I'd propose 15 LVL. That's a decent sum since we need to get more LVL out in the system. Giving them less would be rude and selfdestructing. Giving our newbies a good start is the most important thing we need to focus on today. We need more RL Latvians to join the game to make the nation more resistant against foreign powers, such as Indonesians attemting to take over our nation. If the newbies get too little LVL in the beginning they might screw their economy up, lose wellness, tire of the game and quit.
We shouldn't give them more since the government also need to earn some gold to build up the infrastructure. This will be done by creating a National bank that sells LVL for gold. I've done this for 7 months for Swedens account and I've got a lot of experience of it, so I'd be more than happy to help the one elected for this matter to get started.

In my opinion, a week's worth of Q1 food would be just fine.

Agreed 10-12 Lvl seems fine......about a weeks worth of food + more.
